Client Partner Vladimir Kolomoets attends the first forum of the Ukrainian State-Owned Enterprise Managers

Kiev, Ukraine – State-owned enterprises constitute the backbone of the Ukrainian economy. The implementation of Western governance standards has become a high-stakes priority for all Ukrainian entities that require transformation programmes in order to develop and grow. The inaugural Ukrainian State-Owned Enterprise Managers’ Forum tackled the topics of state-owned enterprise management, leadership selection and compensation, and attracting financing. 

The event, organised by EY Ukraine, featured a diverse team of speakers from governmental entities, financing institutions, and expert management consultants. The keynote speaker was Stepan Kubiv, Ukraine’s First Deputy Prime Minister and Minister of Economic Development and Trade. The EY partners and directors moderated the subsequent panel discussions, which addressed the issues of new management requirements for public sector enterprises, the appointment and compensation of independent directors and managers, the implementation of corporate governance in state-owned enterprises and the development and use of new tools to attract financing. One topic that raised particular interest and debate was the establishment of supervisory boards, and specifically, their need for independent directors. The group of panellists included representatives from the Ministry of Economic Development and Trade, the Ministry of Infrastructure, the National Investment Council, the State Property Fund, EBRD, IFC, the National Commission on Securities and Stock, the Ukrainian State Postal Service, the National Oil & Gas Company Naftogaz and various Executive Search and recruitment experts. A series of public-private partnership projects were presented, including a port operators’ concession. EY experts highlighted the best practices for the appointment and compensation of independent directors and managers to lead state-owned companies. These practices are intended to reduce the potential for corruption, improve corporate governance standards, keep owners separate from regulators and secure the appointment and fair compensation of the best professionals to management positions at state-owned enterprises.
